Corruption scheme in the issuing of driving licences. An employee of ASP Hincesti and two intermediaries detained by NAC

A corruption scheme in the issuing of driving licenses has been documented by officers of the NAC’s South Territorial Directorate General and anti-corruption prosecutors. An employee of the Public Services Agency (ASP), from the Hincesti office, and two intermediaries were detained for implementing a scheme to illicitly collect money from applicants for driving licences.

According to the evidence, administered by the DGT South of the NAC and prosecutors, the three persons allegedly acted in a coordinated manner, claiming to have influence over the employees of the Transport Registration and Driver Qualification Section (SÎTCCA) in Hincesti and to be able to induce them to favour candidates to take the theoretical and practical tests. Thus, the amounts demanded for a licence vary between 300 and 1200 euros.

In order to strengthen the evidence, NAC officers conducted searches of offices, cars and homes of suspects. During the raids, the NCA seized documents containing the identity data of the candidates, copies of identity cards, money in the amount of 38 thousand euros, 39 thousand lei, 400 dollars, 420 pounds sterling and mobile phones.

As a result of the prosecution, three persons were detained and placed in the NAC isolation for 72 hours.

Investigations in this case are continuing.

The South Office of the Anti-Corruption Prosecutor’s Office is leading the prosecution.
