Veronica Mihailov-Moraru to notaries: “You have the full support of the Ministry of Justice for the development of the profession and the digitization of notarial services, but we also count on your involvement”
Minister of Justice Veronica Mihailov-Moraru participated today in the opening of the Forum dedicated to the 25th anniversary of the Latin Notariat in Moldova – a significant milestone in the development and evolution of the notariat in our country.
“For a quarter of a century, notaries have been helping to ensure respect for the rights and freedoms of citizens by guaranteeing the legality of the legal acts they conclude on a daily basis. This legal certainty is essential for the economic and social development of a country,” said the Minister of Justice.
Veronica Mihailov-Moraru spoke about the involvement of the Ministry of Justice in the broad reform process, referring to the fight against corruption and the strengthening of the institutions of law, the evaluation of the ethical and financial integrity of judges and prosecutors, the modernisation and digitisation of justice processes, and the strengthening of the legal professions to ensure full respect for citizens’ rights and the rule of law.
“In all this complex process, including in the context of our European journey, the contribution of each profession that is part of the judicial system, including notaries, is also essential. The responsibility is shared: The Ministry of Justice is making the policies, but it is up to each actor in the justice system to make them successful and have an impact”, added Veronica Mihailov-Moraru.
In this context, the Minister of Justice gave an overview of the actions and projects related to notarial activity currently being worked on, including:
- promotion of the draft law on notarial payments;
- Adjustment of the legal framework on the conduct of the profession qualification exam (since 2016, no exams for access to the profession have been held for various reasons, so several notary positions are vacant and many localities are facing a shortage of notaries);
- development of the Concept of electronic notarial act and electronic notarial activity;
- elaboration, together with the Chamber of Notaries, of the Regulation on the way of provisional storage and transmission of documents of the notary’s activity;
- promotion of the project on the capping of cash payments made in transactions concluded with the support of freelance professionals, formation of the State Electronic Register of Notaries, as well as the Single Register of Powers of Attorney; -Register of protective measures, etc.
Veronica Mihailov-Moraru assured the notaries that they have the full support of the Ministry of Justice team for the development of the profession, the improvement of the legal framework and the digitization of notarial services, reiterating that she is counting on their involvement in all these processes, and especially on assuming responsibility and correct communication with citizens, so that they are treated and informed correctly, and benefit from notarial services provided at the highest quality standards.
Last but not least, Minister Mihailov-Moraru thanked the members of the Chamber of Notaries for their effective cooperation, for their contribution to strengthening the profession of notary and ensuring respect for citizens’ rights. She congratulated notaries on the occasion of the professional day, wishing them success, self-improvement and gratitude from all citizens.
