Three Agreements denounced by Parliament
October 26, 2023, Chisinau – Parliament approved the denunciation of the Agreement on the cooperation of the member states of the Commonwealth of Independent States during the evacuation of their citizens from third countries in the event of exceptional situations, signed in Moscow on April 12, 1996.
The purpose of the agreement was to secure the citizens of the member states of the Commonwealth of Independent States by evacuating them from third countries in the event of exceptional situations. However, from 1996 until now, the Republic of Moldova has not been invited to appoint representatives to participate in certain Commissions.
We mention that the termination of the respective Agreement will not produce a negative strategic and operational impact, or it is not applicable and does not correspond to the current situation.
At the same time, the project was approved regarding the denunciation of the Agreement on mutual aid in case of accidents and other exceptional situations at the electro-energy objectives of the member states of the Commonwealth of Independent States, signed in Moscow on May 30, 2002. The purpose of the Agreement was to provide mutual aid in providing consumers with electricity in case of exceptional situations. However, starting in October 2021, the Republic of Moldova is facing an unprecedented energy crisis, largely caused by the limitation of natural gas supplies provided by SAP “Gazprom” and following multiple attacks on Ukraine’s energy infrastructure, which have endangered, including the operation of the electric power system in the Republic of Moldova.
Therefore, it is certified that the provisions of the denounced Agreement are outdated and do not correspond to the current electricity objectives of the Republic of Moldova.
Another denounced Agreement concerns the principles of providing the Border Guard Troops with weaponry, military equipment and other material resources, the organization of scientific research and experimental construction works, signed in Tashkent on May 15, 1992. It was aimed at developing cooperation, development and production armament and military technique, as well as preserving the scientific potential for the improvement of armament and military technique.
It should be noted that the termination of the Agreement will not condition the implementation of additional institutional or organizational measures.
