Agreement on the status of the European Union Partnership Mission (SOMA) signed
Minister of Interior Adrian Efros signed, together with EU High Representative for Political Affairs and Security Policy Josep Borrell, the Agreement between the Republic of Moldova and the European Union on the Status of the EU Partnership Mission to Moldova (EUPM Moldova). The event took place on Friday, 29 September 2023, in the presence of the President of the Republic of Moldova, Maia Sandu.
The civilian mission, part of the EU’s Common Security and Defence Policy, aims to strengthen our country’s capabilities in the field of crisis management and hybrid threats. Thus, by signing the Agreement, the Mission will be able to fully exercise its mandate to support the enhancement of the resilience of the country’s security sector, in cooperation with the Moldovan authorities.
We note that EUPM Moldova has a substantial role to play in fighting hybrid warfare and strengthening security in our country. In this regard, the Mission coordinates the efforts of international partners present in the Republic of Moldova and provides support in developing strategies and policies, identifying needs for building early warning, detection and attribution capabilities and appropriate responses to threats.
The signing of the Status of Mission Agreement (SOMA) formally establishes the legal status of the EUPM in the Republic of Moldova in accordance with the Vienna Convention on Diplomatic Relations of 18 April 1961.
It should be noted that the Ministry of Interior is currently receiving support from the Mission in the form of strategic advice in crisis management.
