The national mechanism for implementing international restrictive measures will be streamlined
October 18, 2023, Chisinau – The Cabinet of Ministers today approved a draft law to streamline the national mechanism for implementing international restrictive measures, to which the Republic of Moldova has aligned itself. Thus, the implementation of the National Deoligarization Plan will be ensured, in the context of the European agenda of the Republic of Moldova.One of the most important and complex measures is the blocking of funds or economic resources of certain persons or legal entities, which is why the draft comes to clarify all the problematic aspects regarding the application of this measure.Among the main subjects targeted by the draft law are natural and legal persons, from the country and abroad, who:- have committed acts unanimously sanctioned worldwide, assassinations or acts of torture against persons who tried to expose illegal actions committed by foreign public officials or who, through their activity, sought to defend human rights recognized worldwide;- in the exercise of an important public office at national or international level, they are responsible or complicit in ordering, controlling or otherwise directing massive acts of corruption, etc.According to the draft law, the following international restrictive measures may be applied to these subjects:- the blocking of any funds or economic resources of these persons, which are in the territory of the country;- bans on entering and transiting the territory of the Republic of Moldova;- if the facts for which the restrictive measures are imposed were committed by states/governments of some states, restrictions will be imposed on import, export, transit, services, transport or communications; embargo on armaments or other strategic goods, etc.It is also proposed to establish an inter-institutional supervisory council, which will coordinate the activity and interaction between the authorities and public institutions involved in the process of applying international restrictive measures and will adopt internal decisions to implement these measures.”The adoption of this draft law represents an additional step taken, in the context in which the implementation of a National Deoligarization Plan is one of the conditions related to the examination of the request for the accession of the Republic of Moldova to the European Union, which must be fulfilled”, said the minister Justice.Veronica Mihailov-Moraru thanked those who contributed to the development of this important project, both at the writing stage and at the approval and re-approval stages.The project will be sent to the Parliament for adoption, but also to the DG of the European Commission for consultation.
