CEPEJ experts visit the Ministry of Justice

1 October 2023, Chisinau – The Ministry of Justice hosted the information visit of the experts of the European Commission for the Efficiency of Justice (CEPEJ) “Support for a better assessment of the results of judicial reform efforts in the Eastern Partnership” – EaP Justice Scoreboard, which took place on 27-28 September. The purpose of the visit was to exchange ideas and document how the mechanism for collecting data on the efficiency of justice systems works in the context of the Eastern Partnership.

The experts in Strasbourg had several meetings with representatives of relevant justice institutions. A working meeting was also held with the participation of the Secretary of State of the Ministry of Justice, Eduard Serbenco, members of the Superior Council of the Magistracy, as well as the management of the Agency for the Administration of Courts.

During the meeting, CEPEJ representatives presented the evaluations and recommendations through the existing mechanisms, discussing and sharing experiences from European countries with efficient and transparent judicial systems, in order to contribute to the identification of best practices for the Republic of Moldova.

At the same time, the experts recommended the authorities to improve certain aspects of the work of the courts, such as considering the option of excluding manual registers, filling in files, applying internal numbers on files, all of which would mean doubling efforts and additional resources that could be redirected to other sectors.

In the same context, for a better perception of the national judicial system, the CEPEJ representatives carried out familiarization visits to the Chisinau Court of Appeals, the Centre and the Chisinau Court of Appeal. The event underlined the Republic of Moldova’s continued commitment to streamlining the judicial system and highlighted the importance of collaboration with European partners in this crucial area.

As a reminder, CEPEJ was established on 18 September 2002 within the Council of Europe and is composed of 46 experts in the field of justice, working to promote and improve the efficiency and quality of the judicial systems of the Council of Europe member states. The CEPEJ provides technical assistance and support in judicial reform processes, contributing to the development of an efficient justice system and respecting the principles of the rule of law.
